Semi-transparent monitoring

When message issues are rare but need to be fixed quickly, semi-transparent monitoring covers a need.

As a receiver, add a connection parameter to state whether the sender's messages shall be transmitted to Truugo. When issues are detected, deliver Truugo test reports automatically to the sender. In addition, you may add a connection parameter to state whether invalid messages shall be processed further.
